So a reissue on a different label with a different catalogue number and an expanded deluxe version gives the Stones a new number one album, 13 in total (includes 2 reissues).

What is the difference between Doom and Gloom and the two different dates - wasn't the second one just a re-entry, in which case presumably they should be treated as the same release?

Possibly a 10 inch vinyl remix version. They have different catalogue numbers, so not a re-entry.
In the Albums chart Exile on Main Street was a new number 1 because it was on a different record label with a different catalogue number.
Elvis used the same trick for his re-releases. Got 3 more number 1s.
