I do believe that "God Save The Queen" actually was No.1 that week and that it did outsell Rod Stewart, but that the BPI had rigged the chart by deciding to exclude sales from some record shops like HMV, Our Price, Virgin and Tower Records, plus apparently there was no chart returns that week too. Having a song like "God Save The Queen" at No.1 in that week of the Queen's Silver Jubilee was obviously too much for them to tolerate. In some charts the title of the song and the name of the artist was "blanked out", and in some record shops too. Plus I guess it would have been awkward for the presenters at Top Of The Pops to announce it at No.1 and then have to skip it, so yeah I think they deliberately rigged the chart by forcing it into No.2 position. Athough, even after all these years it's never been confirmed nor denied either.
