I have been into Kraftwefk since Autobahn. I too am surprised they never had great chart success. However, back in the 70s and 80s many more units had to be sold to reach the Top 10 than now. This would account for some of lower chart positions.
The other issue is that they've always been very niche, while they appeal to myself and others, they were never been recognised by the mass market at the point albums or singles were released. Even the Model reaching number 1 was a bit of a quirk; Top of the Pops had not been broadcast the week beford it hit the top due to a TV strike. this meant that record sdles for the week were lower than was usual, at the time.

How those 'Electric cafe' / 'Techno Pop' singles failed to reach a position in the top 75 sales chart at any point in time i'll NEVER know!
